Duties and Responsibilities
The government of the fiscal, prudential and municipal affairs of Berlin shall be vested in a body called the city council to consist of nine (9) members, two (2) councilmen elected from each of the four (4) wards and a mayor elected at large. The mayor and council shall sit and act together and compose one (1) body. (Ch. 300, Laws of 1913; referendum vote, March 10, 1970; referendum vote, March 12, 1974)
Authority of Council
The city council created by this act shall have all powers, and shall do and perform all the duties which boards of aldermen and common councils of cities are by law authorized or required to do or perform, except insofar as said powers and duties are superseded or abolished under the provisions of sections 14a through 14j herein, or unless a contrary intention otherwise appears.
