A Yes you need a permit to get into the transfer station and you can get one at City Hall at the same location as vehicle registrations.

Q Do I need a permit to dig in the street or sidewalk
A Yes you do need a permit to dig in the City street and sidewalk. The cost for an excavation is by the square yard. You need to get a dig safe number and come into City Hall Public Works Office to fill out the papers.
