What do I need to bring in with me to apply?  

In order for the Welfare Administrator to determine whether or not you qualify for assistance and for what amount, you need to provide proof of income for the household, proof of expenses and proof of current assets (balance in bank accounts, credit union accounts, checking accounts)


Do you give cash assistance?  

No, per state law the Welfare office cannot give any cash to a recipient. We are strictly a voucher program.  A voucher is issued to the client who gives it to the vendor and the vendor
bills the department back for payment.  


If I receive APTD cash or APTD Medicaid can you help me?

No, under RSA 167:27 Assistance, Exclusive. No person receiving old age assistance or aid to the permanently and totally disabled shall at the same time receive any other relief from the state, or from any political subdivision thereof (i.e. a city or town or county), except for medical and surgical assistance, and the acceptance of such relief shall operate as a revocation of old age assistance or aid to the permanently and totally disabled.


Do I owe for the assistance I receive?
 
Yes, the City of Berlin has a work program where the assistance is worked off at the rate of $7.00 an hour.  For each hour worked $7.00 is taken off the debt.


Is the work program volunteer work?  

This is not a voluntary program. Under RSA 165:31 the city can require any person receiving support, who is physically or psychologically able to work and who is not a single parent of a child under age 5, to participate in the municipality’s work program.


Does the volunteer work I already do count?
 
The only hours that count toward the work program are the hours that the Welfare office schedules you for.


Can you help me if I own a house?

If you meet the criteria for receiving assistance you will receive assistance even if you own a home however we place a welfare lien on all real property under RSA 165:28
The lien sits on the property until such time as it is repaid (or worked off) or until such time as the property is sold or when the estate is settled.  After 1 year it accrues 6% interest per annum.


What happens if I own more than 1 property, car or recreation vehicles?

You may be deemed to qualify for assistance but the Welfare Office would require you to make every possible effort to sell the extra vehicles, property or recreation vehicles to convert them to liquid assets as soon as possible.  


Do I have to apply for assistance at other places such as for TANF and Food Stamps?

If you qualify for assistance through City Welfare you will be required to apply for any public assistance program that the Welfare office thinks you may be eligible for.


What types of assistance do you offer?  

The City helps with basic needs; a list can be found by looking in the Welfare Guidelines.
