HEALTH INSURANCE
RFP Notice
The City of Berlin, NH is accepting, through Wednesday December 30, 2020 at 2:00 PM, proposed health insurance plan options with quotes based on guaranteed maximum rates. Actual plan rates will be provided for all plans when they are set (typically in March). Accordingly, the City anticipates a two-step process:
Step 1: Following the submission of the initial plans and GMR’s, health insurance providers may be asked to present plans and answer questions to the City and bargaining group representatives either in person or remotely.
Step 2: Final rates for proposed plans will be reviewed when they become available.
The City currently receives most of its health insurance through the New Hampshire Interlocal Trust and it receives health insurance for one union management group and non-union management staff through Heathtrust. Providers should understand that most of the City’s health plans are currently stipulated in collective bargaining agreements and cannot be changed without the agreement of the bargaining unit. Collective bargaining will be taking place over the next several months with anticipated new bargaining contract dates of July 1, 2021. The bargaining groups include Police, Fire, Public Works and Office Staff. The City, through its City Manager, reserves the right to reject any or all plans and related quotes and to request additional information or clarifications from proposers. At the discretion of the City, respondents submitting proposals may be requested to make oral presentations or interviews as part of the evaluation process at no cost to the City.
