Runway Rehabilitation And Airfield Signage Improvements

Sealed Bids for Airport Improvements at Berlin Regional Airport will be received at the City of Berlin, City Hall, 168 Main Street, Berlin, NH 03570 on or before April 12, 2019 at 2:00 p.m. local time, at which time and place all Bids will be publicly opened and read aloud. Bids submitted after this time will not be accepted. Bids must be submitted in a sealed envelope clearly marked, “Runway Rehabilitation and Airfield Signage Improvements NHDOT #SBG-01-06-2018, Berlin Regional Airport, Bid Opening: April 12, 2019, 2:00 p.m.", along with the Bidder's name and address.

The project consists of rehabilitation of Runway 18-36 and airfield sign improvements. Runway rehabilitation will consist of crack filling, crack repairs, and new runway markings. If funding allows, an emulsified asphalt sealcoat will be applied to the runway surface once the crack filling and repairs is complete. In addition, the project proposes to update two old runway hold signs to match other existing airfield signs.

The Contract time for completion is thirty-one (31) calendar days. Runway 18-36 will be closed during the 31-day construction duration in which all improvements are proposed to be completed. The estimated construction cost for the work is $525,000. For additional information and requirements refer to the Plans and Specifications.

Plans and Specifications for the project may be examined on or after March 21, 2019 at the City of Berlin, City Hall, 168 Main Street, Berlin, NH 03570 (Telephone: 603-752-7532) and at HEB Engineers, Inc., 2605 White Mountain Highway, PO Box 440, North Conway, NH 03860 (Telephone: 603-356-6936). Please call ahead for availability.

Electronic copies of the above Plans and Specifications may be obtained at no cost (.pdf format only) from the office of HEB Engineers, Inc. (Telephone 603-356-6936). Paper copies are available upon non-refundable payment of $90.00 per set. Partial sets or individual sections of the documents will not be distributed. Checks shall be made payable to the City of Berlin. Bidders requesting Plans and Specifications by mail shall include an additional non-refundable check payable to HEB Engineers, Inc. in the amount of $50.00 per set for overnight shipping or $20.00 per set for regular postage.

To be considered a responsive Bidder, the Contractor shall have obtained at least one set of PDF or paper plans and specifications from the HEB Engineers, Inc. The Bid will not be awarded to a Bidder unless a record for the request of plans and specifications exists in the office of the Engineer.  

A Pre-Bid Conference will be held on April 3, 2019 at 1:00 p.m. at the Berlin Regional Airport, 800 Eastside River Road, Milan, NH. Prospective Bidders will be shown the work area at this time. Please notify HEB Engineers, Inc. by March 29, 2019 if you plan to attend.

Bid Security in the amount of at least five percent (5%) of the total Bid amount must be submitted with the Bid. The Bid Security may be either a certified check or a Proposal Guarantee Bond (Bid Bond) executed by a Surety company listed on the current United States Department of Treasury "Department of the Treasury's listing of approved Sureties (Department Circular 570)" as authorized to do business in the State of New Hampshire.  Bid Security shall be made payable to the City of Berlin. Bids submitted without security will not be considered.

The successful Bidder must furnish a 100% Performance and Payment Bonds. Wages paid to employees must comply with the minimum established by the indicated Federal Wage Rates.

The requirements of 49 CFR Part 26, Regulations of the U.S. Department of Transportation, apply to this project. It is the policy of the Berlin Airport Authority to practice nondiscrimination based on race, color, sex, or national origin in the award or performance of this contract. All firms qualifying under this solicitation are encouraged to submit bids or proposals. Award of this contract will be conditioned upon satisfying the requirements of this Bid Specification. These requirements apply to all bidders/offerors, including those who qualify as a DBE.

Berlin Airport Authority has an overall DBE goal of 0.6% for FAA funded projects in Federal Fiscal Year 2019. There is no project specific DBE goal for this project. However, it is highly encouraged to include DBE firms in your bid.

The Contractor shall set aside 1.2% of this project for Small Businesses as defined in 49 CFR Part 26.5 and 13 CFR Part 121.

All Contractors and Subcontractors are encouraged to make good-faith efforts, as defined in Appendix A, 49 CFR Part 26, that will allow all DBE’s and Small Businesses the maximum opportunity to work with them on this project.

The bidder/offeror shall submit details of DBE firms that will participate in the contract as specified in the bidding documents. All Bids shall be accompanied by Contractor/Subcontractor Certifications as specified in the Supplemental General Provisions and elsewhere in the Contract Documents. This requirement is mandatory and shall not be waived.

The Berlin Airport Authority reserves the right to reject any and all Bids, to waive any technical or legal deficiencies and to accept any Bid that it may deem to be in the best interest of the City of Berlin. No Bidder may withdraw his/her Bid for a period of 180 days following the Bid opening.
